The post commander tries to protect soldiers sometimes by making really shady business's off limits to soldiers but sometimes for soldiers..just like civilians...well you just can't protect everyone from making bad decisions.
When I was in Germany we always had guys coming around trying to sell "insurance and investments"...they got banned. LOL
