The crime is Driving Without a License...meaning no issues license. If you can't provide proof of license at the time you can usually show it later. They can run your name and know that you have a license but "left it at home". They usually know (or should) right there at the scene if that person has a license or doesn't.

It seems that most people want stiffer penalties. I wonder why our leaders won't enact what their voters ask for?
