It's a pity......
The problem is not being able to sell out, the problem is getting somebody worth seeing that has a chance to sell out. The more popular acts won't come because there aren't enough seats to sell to make it worth their while. The "has been" acts (Willie included) aren't popular enough to sell out the seats we do have, or just barely able to sell them all.
