| I think the point has come that the City Manager and City Commissioners need to start looking at cutbacks. It may be hard to do and I'm sure the departments and areas that have to have cutbacks will bitch and moan about it. But, as far as I'm concerned, a city budget is only different from a personal budget because of the larger numbers. When things get tough, you have to make tough decisions and start doing without some things. I've done it before in my budget, as I'm sure most of you have done as well. The city is at that position now where you can't just spend more and more money. You have to start cutting back.
