My guess is they lease right? If I were renting and the city decided my house/shop was targeted for renovation, would it matter what color my skin was? Hell no, they'd just say my house/shop doesn't fit into the plan.
You're just bound and determined to make this into a race issue.
Again, I don't care if it were tattoo parlors and pawn shops, I'd say they need to go no matter what color their skin was. It just so happen they aren't tattoo parlors and pawn shops.
