Actually though..under Bush...since the war has started...new equipment has come at a VERY fast pace. I know we are in a society of "HAVE IT RIGHT NOW" but in the real world it doesn't work that way.
What DOES happen is as soldiers perform missions on the battlefield their commanders submit "after action reviews" identifying any new situations, tactic or weapons being used against our guys. ALso they come up with things they need or ways our weapons need to be modified. That stuff goes to people that develop new items. These items have to be developed, prototypes made, tested, refitted and tested some more...then funded and then find someone to make it in mass numbers. Since the war has started the soldiers have gotten a lot of new items that are more useful on the current battlefield from the basic uniform on up. You will never hear the media report on how fast stuff is tested/made and issued to the battlefield. On another note the tactics change all the time...our Army is a changing army and we adapt as the mission changes.
