| You might call it the honor system. I think it stems from complaints that people were receiving service based on their ability to pay for said service. Hum, imagine that! Anyway, so the government says the ER cannot check the status of a visitors ability to pay their bill. This includes name, address or legal status.
So those who care nothing for honor give bogus names, addresses and many don't even bother with a SS# knowing they can't be billed for the visit. Those of us with honor pick up the tab.
Thats why our health care costs so much.
