When I've seen it used it's usually as a reason to keep you OUT of jail. They have other evidence that amounts to probable cause, but are willing to reconsider if you pass the poly.
Then again, there are people who abuse stuff like this. I was tossed in the can to cool off one time when I was younger because I called a cop a name. I hadn't broken any laws, but he was right, I needed to chill the hell out.
