The PGR arose to fill the need to address the Phelps scum, but we are seeing the Phelps types being outlawed or at least becoming a non-issue. The PGR is either going to need to evolve or vanish. I love the idea of the PGR paying tribute to Americas fallen, but I also loved the idea of the Guardian Angles, and look what happened to them.
