It's called phishing and they prey upon people dropping their guard and entering their personal data. The way to handle it with paypal is to forward each fake paypal email you get to
spoof@paypal.com and then delete the fradulent email.
I have the fraud reporting address of every company I do financial transactions online with. When I get a phishing attempt, I just forward it to the financial institution's fraud reporting system and let them handle it.
They have a way for you to report the fake websites like paypalinc on the security section of their website.
