One of the reasons that they put them up is to keep the environmentalists happy. KCP&L (who hasn't raised their rates for years...) is building a new coal plant over by Weston, MO. They are required to have so much of the energy they produce each year to be clean. By having a few wind towers factored in to what they make out of the coal factories it lowers the average of pollution per Megawatt produced.
