In most cases, when you buy a new PC you are given a choice on Office Suites. Walmarts, for what ever reason, must have made the choice for Perfect Office on that machine. Perfect Office comes with Word Perfect and Quarto Pro while Microsoft Office would come with MS Word and Excel. They both cost the same so I'm not sure why anyone would choose Perfect Office.
I don't know about Quarto Pro but Excel has the ability to convert(import) other brands of spread sheets maybe Quarto Pro can Import .xls if you save the file to your hard drive first.
