Not that unusual. Many companies use their buying power as leverage for special deals. When we buy PC's they are specially packaged for us. They are imaged(pre-installed) with our own specific needs and software, and either they sell at the price we say or we go else where. It amazing the special treatment you get when your company has over 50,000 users to buy PC's for.

Buying direct from DELL you usually don't get package deals. Distributors such as Walmart buy packaged PC's and the choice of packages includes a software bundle. Most software bundles come with a Office Suite of either Perfect Office or MS Office.
