From what I know Mike, the State looks at everything about the applicants, from current financials to everything for the last 15-20 years, including each individual that is involved in the Casino management. Evidence of financial capacity must be proven, together with a host of other things. Go to the Lottery's website and read the application - it answers most questions.
Yes, much of this is confidential. IMO, if there's no public funds in the casino - why should there be public disclosure? It's a slippery slope when you start invading the rights to privacy, both personal and business. Butler Nat'l is a publicly traded company, so I'm sure there will be some required disclosure by the SEC.
