City suspends beer licenses for 4 businesses

Four businesses that were cited for selling beer to minors or on Sunday will have their beer licenses temporarily suspended starting Sept. 25.
The Dodge City Commission voted unanimously Monday to suspend the licenses for LoveUs Country Store, 400 E. Wyatt Earp; Taco Jalisco, 412 E. Wyatt Earp; Convenience Plus, 2501 Central Ave.; and King Kwik Mart, 510 E. Wyatt Earp.
The suspensions for LoveUs, Taco Jalisco and King Kwik Mart will each last a week, but the suspension for Convenience Plus will last 15 days because the store has violated city regulations banning alcohol sales to minors once before.
Clerks at LoveUs, Taco Jalisco and Convenience Plus were cited for selling alcohol to underage buyers during a June 30 sting, but a King Kwik Mart clerk was cited on Aug. 13 for selling alcohol on Sunday, according to a memo from Police Chief John Ball.
Johnny Dunlap, who manages the LoveUs Country Store on West Wyatt Earp Boulevard but spoke on behalf of both stores, said cracking down on stores that sell alcohol to minors doesnUt go far enough to stop underage drinking.
RIf you really are interested in stopping underage drinking, take these people that youUre using to go these stores and take them to the store and have them walk up to John Doe and say, THey, buddy, how about buying me some beer tonight? How about buying me something else?US he said. RBecause you guys all know that way over 90 percent of alcohol drank by our underage kids is purchased by somebody besides them.S
Dunlap also complained that the city was punishing LoveUs for the mistakes of people who no longer work for the company. He noted that the clerk who sold alcohol to the underage buyer on June 30 was fired, as was a clerk who was cited in an earlier operation.
But Commissioner Rick Sowers said the commission does not have much choice when it comes to penalizing businesses that violate the city regulation banning alcohol sales to minors.
RThis is an ordinance that was passed by the board, and it states specific end results when certain things happen,S he said. RAnd when it is violated, we basically have to follow it. ItUs our obligation.S Commissioner Terry Lee said he thought the city should continue cracking down on stores that sell alcohol to minors, and he added that he would consider revoking alcohol licenses for stores that repeatedly violate city regulations.
RI think we need to be pretty tough on that,S he said.
Attempts to reach the managers at Convenience Plus and Taco Jalisco for comment after the meeting were unsuccessful. Debbie Lopez, assistant manager at King Kwik Mart, declined to comment.
In other business, the commission:
% Unanimously approved an agreement with the Kansas Department of Transportation under which the city will receive about $1.81 million in federal funds to retire most of the debt from the Santa Fe Depot restoration project. KDOT is acting as the pass-through agent for the grant.
Once the grant is applied to the debt, the city will still have to pay about $74,000 to retire the debt, said City Clerk Nannette Pogue. She said the city may be able to pay off the remaining balance next year or whenever funds are available.
% Authorized the city to issue about $1.09 million in general obligation bonds to pay for widening Avenue A, resurfacing residential streets and reconstructing the Civic Center parking lot.
Lee voted against the proposal, saying he thought the city should use proceeds from the cityUs and Ford CountyUs joint sales tax to redo the Civic Center parking lot. He said he was not opposed to widening Avenue A or resurfacing city streets, however.
% Voted 4-1 to accept JAG ConstructionUs bid to reconstruct the Civic Center parking lot in concrete for $390,441.05.
Lee voted against accepting the bid because he thought the city should have sought bids for redoing the parking lot in asphalt.
% Unanimously approved a contract with the engineering firm Schwab-Eaton, which will provide design services for the St. MaryUs soccer complex expansion for approximately $108,700.
The contract does not include administration and observation costs, which will be negotiated later.
% Honored Ryan Carpenter, director of special projects, for his work in obtaining a piece of the Pentagon and a rock from the field in Shanksville, Pa., for the Liberty Garden memorial in Wright Park.
The Pentagon limestone commemorates the Sept. 11, 2001, attack on the Pentagon, and the Pennsylvania rock comes from the field where United Flight 93 crashed after passengers thwarted terroristsU plans to use the plane as a weapon.
