| That was a bill. All bills that get passed, become law. It then becomes a statute. 75-7c17 Chapter 75.--STATE DEPARTMENTS; PUBLIC OFFICERS AND EMPLOYEES Article 7c.--FIREARMS 75-7c17. Legislative findings regarding uniform standards for licensing and regulation; certain local ordinances and resolutions inapplicable to licensees; limitations on authority of attorney general; liberal construction of act. (a) The legislature finds as a matter of public policy and fact that it is necessary to provide statewide uniform standards for issuing licenses to carry concealed weapons for self-defense and finds it necessary to occupy the field of regulation of the bearing of concealed weapons for self-defense to ensure that no honest, law-abiding person who qualifies under the provisions of this act is subjectively or arbitrarily denied the person's rights. Any city ordinance or county resolution that regulates, restricts or prohibits the carrying of concealed weapons shall not be applicable to any person licensed in accordance with the provisions of this act. (b) The legislature does not delegate to the attorney general the authority to regulate or restrict the issuing of licenses provided for in this act, beyond those provisions of this act pertaining to licensing and training. Subjective or arbitrary actions or rules and regulations which encumber the issuing process by placing burdens on the applicant beyond those sworn statements and specified documents detailed in this act or which create restrictions beyond those specified in this act are in conflict with the intent of this act and are prohibited. (c) This act shall be liberally construed. This act is supplemental and additional to existing constitutional rights to bear arms and nothing in this act shall impair or diminish such rights. |

| It’s real nice that ya printed that in big bold type so the commissioners could read it easier. But like an old mule they may need to be smacked across the head with a 2x4 first to get their attention.

| So why the need for another bill to forbid the enactment of city ordinances? This bill pretty much already contains the protection that would render any city regulatory ordinances impotent and illegal. If they pass the ordinance, we simply wait until they attempt to inforce it and then sue them for illegal detain, illegal prosecution under the protection of 75-7c17.

| That is what I said in the post I made. SB 418 got passed and became the CCH law in Kansas. Read it again if you would like.... Quote:

| Globe Exchange of February 9th, 2007 Reader opinion line % 408-9990 (City to consider banning weapons on public property) "What concerns is Mr. Pederson talking about? I would rather have 30 armed law-abiding citizens on city property carrying a concealed weapon than a criminal, who does not obey laws or ordinances anyway, carrying one." (City to consider banning weapons on public property) "This proposed ordinance is an insult to the hundreds of thousands of citizens who are documented to be honest and law-abiding by virtue of having met all the standards, including background checks, to allow them to qualify to have a concealed carry permit. Such citizens are not the ones to be feared, but instead would be capable of dealing with someone who is a threat to the community." (Banning weapons on public property) "New sign posted at all city owned property entrances: 'Attention, criminals: All citizens occupying city-owned properties have been disarmed for your convenience.'" (City to consider banning weapons on public property) "The proposed ordinance is just plain ignorant and knee-jerk. There is more than enough empirical evidence out there proving that legally armed citizens are THE LEAST LIKELY to pose any sort of threat to the community, whether it be via ignorance, negligence or malice!" (City to consider banning weapons on public property) "I find it odd that the intent of the ban is to 'reassure both city employees and the public that they will be safe in city-owned buildings, facilities and parks,' when, in fact, it will just reassure the criminals that those locales will not have citizens capable of fending them off. Only criminals and police will be armed the criminals can spot the police, but not the other way round. Who is safer now?" "I just watched the last commissioners' meeting. I cannot believe four commissioners want to set the law on concealed weapons. Kansas passed a law as it should be. Enough! Why don't they ever listen to Terry Lee and the public instead of being so high and mighty for just their ideas?" This is for Jim Sherer. Mr. Sherer believes that he has to worry about only 100-110 voters who have a concealed carry permit from the State of Kansas. What he should realize is that there are thousands of people here in Ford County and Dodge City that DO WANT Kansas State Certified persons, who are non-felons, with no history of mental illness, to have a license to carry concealed weapons. Why try to fix what is not broken? |

| How much of our tax dollars did USD 443 waste putting up the no handgun signs on all the schools saying they didn't want concealed carry weapons? Every Concealed Carry permit holder went to the class that taught them that among other places, concealed weapons are not allowed at... "(13) any elementary or secondary school building or structure used for student instruction or attendance; (14) any community college, college or university facility;" So, since by law you can't carry a concealed weapon there, and all concealed weapon permit holders know from the training they are required to take to get the license that they can't take handguns there, USD 443 wasted our money making the signs and then paying the salary of somebody the time it took to post those signs.
