| The City Wants to Pass its own Gun Laws I have just two questions on this. So what is wrong with protecting yourself and two, do you really want to trust your local government in protecting your family? Remember they can only react after the fact. Go ahead and read this and heres hoping our state assembly can undo the damage our City does. ORDINANCE NO. 3429 AN ORDINANCE ESTABLISHING PROHIBITIONS AGAINST THE POSSESSION OR CARRYING OF CERTAIN FIREARMS WHILE UPON DESIGNATED PROPERTY OWNED AND/OR OPERATED BY THE CITY OF DODGE CITY, KANSAS. BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF DODGE CITY, KANSAS: SECTION 1. As used in this ordinance, the term “firearm” shall mean any handgun, pistol, or revolver. SECTION 2(a). Pursuant to the authority granted to property owners and to the owners or operators of businesses under the Personal and Family Protection Act, Chapter 32 of the 2006 Session Laws of Kansas, as amended by Chapter 210 of the 2006 Session Laws of Kansas, the governing body of the City of Dodge Qty, Kaiisas, hereby prohibits the carrying of any concealed firearm by any person other than those identified in Section 5 below while in or upon the premises of any of the following properties which are owned by the City of Dodge City, Kansas, and/or on which the City is operating as a public employer: 1) Maple Grove Cemetery 2) C.R.E.W. Recycling Center 3) Animal Shelter 4) Raceway Park 5) Santa Fe Depot 6) Santa Fe Train Station 7) Santa Fe Depot Dormitory 8) Homestead Theatre 9) Regional Airport 10) Civic Center 11) Outdoor Swinmiing Pool 12) Mariah Hills Golf Course 13) All-4-Rm Activity Center 14) St. Mary’s Complex including a) Sheridan Activity Center b) Hennessey Hall c) All other open spaces and fields of the St. Mary’s Complex 15) All city parks, playgrounds and ball fields including but not liniited to Wright Park, Homestead Park, Longbranch Park, Beeson Arboretum, Ford Park, Wifiow PaIcr, Eisenhower Park, Friendship Park, Kiwanis Park, Thurow Park, Jean Russell Park, Centennial Park, Kliesen Hills Park, Colleen Park, Spiers Park, Chilton Park, VFW Park, Lions Park, Optimist Park, Legends Park, Youth Complex, SI. Mary’s Complex soccer fields, and Cavalier Baseball Field 16) All Fire and EMS stations 17) Wastewater Treatment Plant and Wastewater Office 18) Water Plant 19) Sanitation Department Buildfrg 20) Street Department Building 21) Any other building owned or leased by the City to conduct business or to further the interests of the City. 2(b). The governing body of the City of Dodge City further prohibits the carrying of any firearm or any pellet gun, shotgun or rifle that is not concealed by any person other than those identified in Section 5 below while in or upon the premises of any of the roperties which are described in subsection (a) of Section 2. SECTION 3. Violation of Section 2 of this ordinance is a Class B violation. SECTION 4. The prohibitions set forth in Section 2 above shall apply both to the interiors of the structures on all city properties and to the exterior areas; provided, however, that the prohibitions shall not apply to persons who are otherwise lawfully in possession of any such firearm while in a motor vehicle which is located in an area designated for public vehicular traffic or for public vehicular parking. SECTION 5. The prohibitions set forth in Section 2 above shall not apply to any person identified under the exclusions set forth in subsections (b) or (c) of K.S.A. 21-4201 regarding the criminal use of weapons, as said provisions now apply or may hereafter be amended. (They left out h: (h) Subsection (a)(4) shall not apply to any person carrying a concealed weapon as authorized by K.S.A. 2006 Supp. 75-7c01 through 75-7c17, and amendments thereto.) Here lies the problem. SECTION 6, This ordinance shall lake effect and be in force from and after its publication in the official newspaper of said City. | And this is why I am against a city-run swimming pool, recreation center, raceway, all-4-fun, etc etc.... They seem to think it's their property, not ours. The more property they run, the more all their little laws affect us. They seem to like to dictate what our rights are or are not, even though the state may grant us those rights. This CCH thing is a good example of a useless right. The state says we have a right to carry a concealed weapon. Private Property owners of course can trump that if they post a no-weapons sign. Now the city gets to weigh in and say no carrying on puplic property.... You might as well not have the license since private and public property is excluded. Whats left, our own home? Of course the criminals will still carry theirs everywhere....

| I remember reading in this week's HutchNews where Hutchinson modified their CC prohibition ordinance to allow CC in their park(s?). This current Dodge City Commission is really denying public input on lots of their shenanigans.

| Like the smoking ban, once you allow the city to take away rights they just keep on taking. Problem is these people don't give a rats ass what the public care about it. They take their orders from a higher source. Also like the smoking ban they would never put it to a public vote because they know the publics answer.

| It was my understanding when I was in the CCH class that the whole movement behind the new gun laws were to protect yourself and your family while on public property, namely camping on or in state or local parks. This broad exclusion of all city property is bullshit. City property is OUR PROPERTY, therefore WE should have the opportunity to vote on it. Our local guberment has run amok!

| What would happen to a CCH person, that was not allowed to carry in these prohibited area, i.e., Wright Park, and he gets shot by a Gang Banger. Wonder how BIG, that law suit would be, that the tax paying citizens of go OLE Dodge City would pay for. Hell, the CCH person would be paying for his own law suit. Question, can the "City" override my second adminment rights?, if I chose to carry a concealed weapon?. Is that another law suit looking to happen. |

| Lets examine who this law will affect... CCH Licencees are people who have: a) Been through training on the laws of the state and the Fed concerning firearms b) Demonstrated a proficiency and accuracy in field range targeting c) Passed stringent background check requirements d) Passed written gun componenets testing e) Been trained on gun safety and handling f) registered with the local and state gvt as a CCH licensee There have recently been a few stories of how CCH licensees have foiled burgluries, saved lives, and stopped crimes against themselves or others. The most recent was in Kansas City. Folks...These are the type of people we want armed! They may save our life some day. Now...Lets examine who the law will not affect a) Criminals who are already carrying illegaly b) Illegal aliens who cannot pass the backgorund check c) Persons who cannot pass the safety or proficiency test d) drug dealers, murderers, rapists, thieves and other criminals e) anyone else who has no respect for the law and carries a weapon illegally Do you really want our glorious city leaders tipping the scales in favor of the criminals? Because that is what they've done!
