| The Rules of Conduct idea really troubles me.. It can and will give the city departments a lot more power over our elected officials. You and I can fire the elected officials as often as every two years but we have no avenue of directly influencing the attitude or the hiring or firing of department heads or administrators or employees except through our commissioners. Without having our elected officials to put pressure on anyone in the employed realm of local government we will lose a great deal in this deal. As I remember from reading about this in the Globe, Mr Shearer wants this shearing to take place.

| luker, Jim Shearer, is just a Mike Nelson follower. (IMO) Of course Jim wanted this to happen because Mike wants to be mayor of Dodge. It would look good on his resume, all though it will not increase his voting power. It's all about political coruption. Opps! (I meant power) Getting ahead of the next guy! |

| I am aware of the ever-present clamoring over Lee by the two pro-SEC commissioners and enjoy watching it. What we don't want or need is powerless commissioners in their ability to manage our departments. Politicians do that to take their responsibility out of their responsibility and the work out of their work. The perfect example in the national level is the formation of the IRS/OSHA or any other bureaucracy that has been stocked with affirmative action employees who have control over our business and personal lives. The net result is government out of control because our only ability to control them is with a vote that simply won't reach to the point of the problem. We need city commissioners who can and are willing to put their boot to the necks of any city employee when it is necessary but they seem to want to exempt themselves from that authority.
