It is the custom in recent history(or old history for all I know) for the president to select people for those govenrment positions that are not specific to the general service classification for government employees. As you probably know during each adminstration change there are hundreds of jobs in
DC that change hands. More often than not the people selected to fill a position do not have relevant experience with the agency/position at hand.
This legislation, to the Bush camp, is one limit on his power as president, pure and simple. If there is an actual job description, there is one less person for this and future presidents to *reward* supporters. After all there is only so many caribean ambassadorships that can be passed around. If the bill had not dealt with FEMA but let's say it stated the secretary of HUD had to actually know something about housing and development, he probably would have done the same thing as this has been a pattern over his two terms. I One thing I read said he has done this over 700 times. (signed a law but chose to write a memo why all or part of the legistation he just signed didn't nt apply to him.)
IIRC, the only bill he has vetoed dealt with stem cell research.
