2744 x 4 (unless some of the cats are mutants with more or less legs) equals 10976 legs.

7 girls with 2 legs each equals 14.

10976 + 14 equals 10990.

Now, if you count the driver you get 10992. Yes, he is not mentioned in the question, but it is not said the backpacks were on the bus either. No backpacks on the bus then you only have 14 legs, as the question is posed.
