I appreciate that in war there are some things that need to be kept secret, when I was talking about openness and truth I was referring to our own democratic society and the laws that govern us. We need our politicians and our government to be more open and truthful in the way they conduct themselves. They should be our servants not our masters, and bearing this relationship in mind they should be accountable to us not just at elections but in all they do within and for our society.
When it comes to new technology, new inventions. products then there is international patent law to protect them. You mention about it falling into "the wrong hands", well that is always a risk and every state has its spies. There has been examples of American citizens selling secrets to what was the once the USSR, we've also had similar examples. But don't forget of course that the American industrial/military complex is quite happy to sell its high-tech weaponry to customers in the middle east, and where it goes after that who knows!
