Get a couple of friends and move it into the street where the city will tow it.
Or use a match to check the gas level. The fire department may tow it away.

I think that I would call a locksmith and have them come out and make keys to it, then just have fun. OR lock it up in your garage, and if the dude comes back charge him out the hind end for the keys and for storage. If he refuses to pay, then just keep it!
