| It si my understanding Radio that in a residential neighborhood, especially 6th, you cannot pass a car in your lane because to do so would make you pass them in an intersection due to only having a block in which to make a pass. I think the exception to the rule is if a car in your lane is stalled or stopped you can then pass with caution.

At 11mph you can easily pass another vehicle, while staying under the speed limit, within a block. Lets put 11mph in to perspective. Thats like driving 25 on the highway. That would surely get you pulled over. The average human can run 22mph. Thats twice as fast as driving 11mph. If I could run more than 2 blocks I could have gotten out and passed them on foot. The average vehicle will idol at 12mph.(@650rpm) Is it that important? It could have been that why I'd like to know if I can pass or not. Yes, 15 minutes to get from one side of dodge to the other at the normal speed limit. Now more than double that time to 40 minutes because of being behind someone that has no place to be on time. This was not the case, but when I'm on call I need to be within 15 minutes of work at any time. I can get a call at home and be to work in 7-11 minutes depending on the stop light at Soule and the one at the bypass. In this case I would have been looking at 20-30 minutes. Unacceptable! Don't get me wrong I'm not making a big thing out of the officer(s) driving really slow I'm sure, if asked, they would have a reason, I'm more interested in the right to pass or not. It seemed obvious they wanted me to pass and I would have been happy to if I know I can.

| I didn't mean that persoanlly directed..... lord knows I luv ya Detector....... it does read like I was pointin a finger at ya - but I didn't mean to do that. I guess my frustration is how the hell hard is to pick up a phone and get the answer? I wanna know to - tell ya what - I'll find out if it's legal down here - you find out if it's legal up there - we will both post the answer. I think the dotted line issue is pretty much universal - I'll check that too......... I spent a career bein on call - what I learned is - if I was so important that my speed was an issue - they would pay me to sleep at the hospital. Otherwise a phone call in and a 30 min wait ain't no big deal.

| I talked to an officer today and I was told the reason for driving a little slower than the speed limit is because the officer was probably patrolling. That means they are our checking their beat, looking at homes that requested extra patrol, checking on the local gang spots, etc. He also mentioned that since an officer was going all the way from 6th/Ross, they were probably checking traffic since that area is known to have teenage drivers literally racing to school. Still following the car to Ash on 6th also made it possible to check the schools on 6th/Ash and it is also a 20mph area during the morning anyhow. He told me that if you see a police car moving with a purpose then it usually means they are trying to get somewhere for a call. If they are just cruising around then they are patrolling hence "patrol officer." |

| That is assuming of course the tale of police car driving 11 mph is accurate. Lower the number even more would make it more dramatic. Driving under 30 between 6th/comanche to 6th/ash never hurt anything either....especially the intersection of 6th/ash. That is one of the worst intersections in the city for accidents....IMO. |

| I may be mistakin but I do not believe the speed limit on 6th south of Camanche is 30. I think it is 25 being that it is all residential.

| Actually it was at 6:30am. I saw one other car the whole time from Ross to Ash. At first when we turned on 6th from Ross I thought oh well it's just until the bypass then I thought oh well surely they'll speed up on 6th. They turned on their blinker as to turn on 14th, but turned it off again and continued down 6th to Ash. As I said I'm sure they'll have a reason. Personally myself I would have pulled over to let traffic go by, but I'm that kind of person. As I said I don't want to focus on them driving slow, hell it's our constitutional right to be jerks to each other, I'm just curious if it's legal to pass. It seemed obvious they wanted me to pass I just need to know if I can do it legally.
