I think that I might be looking for the phone numbers to the Kansas Insurance Commissioner and the Kansas Attorney General's office if it was me , to turn them both in.

Do I fill that form out for the dealership owner or the guy who works there that ran into me??

Also just wanted to say that Officer Strater isn't so bad. He came by my house the other day and gave me the chance to understand what happened. He reassured me on a few things, and I really really appreciated that he took time out for that. Apparently I'm not the only one in this town that has noticed the deal w/ these cars and the plates, sooooooo I suppose all in due time this guy (neighbor) will get his!!!

Complete the form and send it to the Kansas Department of Revenue.

Once the investigation starts they will begin to look into the practices/financial dealings of the dealer....

Fill out the form on the dealer. Then call the insurance commissioner about the individual and the dealer both because one of their insurance companies would have to pay. Tell the story to them and let them sort it out.
