First and foremost----I in know way believe you are a bad owner Gadwall, nor do i believe you would maliciously mistreat your animals.
I do take some offense, though, to your stance since I am a proud member of the Humane Society and have for many, many years been involved with the rescue and rehabilitation of dogs. While you may be a responsible owner, not everyone is. I am a responsible parent, as i am sure you are, but there still is a curfew for our children. There are laws, and this is one of them, that are not intended to fringe on your rights but are intended to provide safety for those pets whose owners are to stupid to know better. I cannot even count how many dogs I have been involved with saving that were tied to trees, fence posts, tires,....you name it. I can also not count how many could not be saved. You want to be pissed, be pissed at the dipshits who made it so this law HAD to be written.
I have a dog here with me right now that I have been rehabilitating. Her owners decided to leave her tied to their porch...then left. For 3 weeks she was tied there and got her chain wrapped around a post. She had to sit on that porch and watch her litter of puppies die because she could not reach them. Luckily for her she was rescued and will be going to a good home as soon as i am done with her. One of the other dogs was not so lucky and had to be put down. Now, I am not saying you fit in this example and I know you feel like I do in that the owners themselves should be tied up and made to lay in their own feces for 3 weeks, but that is not going to happen. The law (this happened in Fowler where there is no law) is intended to stop this kind of crap from happening.
There is a very obvious difference between pissing in a pool and pissing into a pool. Politicians can't seem to tell that.
So all the patrol cars carry decible meters?
If not, how can police justify enforcement of that ordinence?

My son some years ago ticked off a neighbor across the hiway when they thought he was playing a portable radio too loud in my yard. He called police, and they came over and said it was too loud. When they said something about decible levels i asked to see their meter, which they could not produce. In the conversation, the officer had to repeat a few times what he was saying because the semi traffic on the hiway was too loud for even him to hear himself. Clearly farther than 50 foot from the hiway. When they were right next to my yard they could not hear the radio for the traffice on the hiway and just ended up just telling me to play along and be a good boy.
dutch , the humane society of the u s does nothing for animal shelters or animals for that matter. if you are helping a local shelter more power to you. if you are sending money to hsus quite pi$$ing it away.
btw the law did not have to be written the way it was. there is nothing wrong with proper chaining of dogs some times it's the only method of containment that will work.

You make the law simple, then it is easier to enforce. What exactly is the proper method of chaining a dog? What exactly is the proper time limit? Why is it the only method of containment? Again...I know many responsible owners who have had their dogs tied or chained so I am not against it, I just understand the reasoning for the ordinance. It is an inconveinence to some I admit, but there are other ways/methods of containing a pet without having to do it. The problem is it costs money.

chaining is the best way of restraining a dog that why it's used by more professional houndsmen and virtually all sled dog trainers. it gives a dog more space to roam. the proper way to chain a dog is to minimize the entanglement possiblities. a dog that is not provoked learns to avoid entanglement. in my experience bad experiences with chainning comes from abuse and neglect as the root problem. i would NEVER leave an animal unattended for an extended period of time in any type of confinment. we always make arrangements for someone to check on our animals if we are going to be away. we had ordinances against abuse, maybe those needed teeth but we don't need to be telling people how to restrain their dogs when we can't get them to restrain them in the first place.
Our golden gets more attention on her chain than she does in her kennel/pen (which she is fairly adept at escaping from i might add) and she has more room on her chain also. We pur her in an open area where she has nothing to wrap her chain around or get entangled in, she can reach her house for shelter and her food and water, and is happy as can be. All it takes from an owner is some common sense.
I grew up with dogs on chains. Well behaved, loving, wonderful, amazing dogs. I think the law is crap. I don't think its going to change anything. While I believe some valid points have been made in this thread. I think its going to be hard to enforce this law, we can barely enforce laws on humans, look at our own crime rates right now. I just don't think this new law on chaining dogs is going to solve anything. There are dogs who are confined in pens who are just as neglected. Are we going to be told we can't pen them too? Where does it end?
