Umm...No, it was split into 2 parts, the first one being domestic spending and the minimum wage increase, the second part was the war money. They both passed the house and he voted yes on both parts.

It may have been separate bills but the two bills were a package deal. Democrats gave Bush his funding in exchange for the White House agreeing to sign the spending and wage bill that the Dems wanted. Two separate bills are symbolism over substance in the sense it was agreed in advance it was both or nothing.
