Flood Warnings??

I heard the oddest thing yesterday while out on the road. One of my agents said that Wichita had just announced that they were no longer in a flood plain. Somebunny that knows more about this, please help! How can the City make such an announcement, and an assanine one at that? Without being in a flood plain, you're not eligible for National Flood Insurance. You can buy flood insurance from another source, but it will likely have a very, very high deductible and be very, very expensive. Most homeowners won't pay it if they can't even pay NFIP rates. And Dodge wants to build the SEC in Wright Park. Are they betting that the flood won't happen?
