I believe the reference was to when the anti-war left and Democrats cut off the funding and caused our troops to withdraw that millions died when we left. Current Democrats are not wanting to risk that this close to the next election cycle and will continue to fund and prolong the current war while continuing to attempt to sabotage it with propaganda.
On a side note, 45% of the 27.5 million population of Iraq are children under 14.
