| I'm going to try really, really hard not to get on a soapbox right now about emergency responders and what the real role of FEMA is. Let me just say this - of all the states in this nation, California is one of the best prepared. They've put a lot of thought and energy into how their fire departments and emergency management offices talk to each other and how they request mutual aid and other emergency response. They do it all the time, for wildfires and for earthquakes. They implement ICS very well, which really opens up communication up and down the line, from local to state to federal. I've met and talked to some of their higher-up officials, and there's a lot we can learn from how they do things. They have a plan. They've practiced the plan. Their plan works. New Orleans didn't. New Orleans expected everyone else to bail them out. |

| I think it also helps that most of these folks are from either upper middle class families to very upper class families. Most of these folks are law abiding citizens to begin with where as in N.O. it was an entire population that was displaced including all the riff-raff. When you make your living robbing and stealing then that isn't going to change when you are displaced. In fact, you do what you have always done to survive and that is prey on others. It sucks. It was horrible. I have to agree that it does also have to do with the plan we have set up here. Natural disasters aren't uncommon so we have to be prepared in the likely event something will happen. It might be a different story if some of the high crime areas were evacuated along with the general law abiding population. |
