Unfortunately, this can also go for the droves of people who left Dodge with out any fight to help improve it at all. They saw the neighbors house and ran there as fast as they could.

I have to say that I just don't understand why, if someone does something wrong and it is found out that they are in the country illegally, it isn't mandated that they be at least reprimanded. I am ALL for people coming to this country. I am ALL for families looking for a better life but when you can't follow the rules of the land then, why are you allowed to continue? At the very LEAST there should be a 3 strikes law or something. I would probably be considered a bleeding heart liberal by the standards of DC but I can tell you that I am not about to sit around and watch people who don't even care about the city throw it away. It is one thing to come here to make a better life and it is another to just come here to break law after law. I don't even want legal people walking around this city thinking they are above the law and don't have to follow the rules like everyone else.

I wish I knew what could be done.

Subject: RE: Newly revised traffic laws in Garden City, KS.

If I may ask, how do I go about getting an ordinance in the works? Am I speaking to the wrong individuals i.e.: city commissioners (jim.sherer@yahoo.com, ksmoll70@hotmail.com, jlembright@cox.net, rsowers@starrtech.net, commissionerterrylee@yahoo.com)? Is there someone else that can get this moving forward? If so, would you please give me a forwarding address?

This is the problem with the commisioners in DC - most, if not all are business owners. How else could they take off any time they need for the commissioner duties? The position by it's very nature, rules out the common blue collar worker representation. 90% of us work for someone else. So, it does not represent us well, since it's panel is made up of mostly businessmen. Is it any wonder why the panel will side with big business over the common man?
And therein lies a problem. Not to pick on just him but since you brought him up in this instance...is he or any other commish there to serve US and the needs of the city or is he there to serve himself and his needs. When he's wearing his City Commissioner hat the fact and making decisions for the VOTERS then that's what he should do...NOT make decisions for his CLIENTELE when he's wearing his COMMISH hat.

Are there any LEO's on here that would like to chime in on this topic. What are YOUR guidelines given to you on this matter?

Like most businesses I am sure talking out of turn could get you fired. i appreciate what info they have been gracious and brave enough to post so far on this board.

Guidelines???? Did you read what Garden City's guideline was for LEO's? it was something like "We (LEO) could care less if your legal or not, BUT you better have a valid license if your going to drive"
Part of me likes this statement, but the other part of me doesn't (We don't care). Could have left that out I imagine.

I would agree with you 100%. I wasn't asking for any secret back room stuff...just what their SOP was for this type of thing and if they have any guidance on it. Just like they talk about stopping people for xx amount over the speed limits etc...just the guidelines for that.

Mr. Sowers response to my email:

Mr. Hermreck,

I have not seen a copy of the Garden City ordinance so I would hate to comment on what effect this will have. Any mandatory sentencing guidelines that require jail time for non violent offenses would require facilities that we currently do not have. I would want to explore what impact any ordinance change would place on the limited jail space and limited tax resources. If it made sense to implement a change then the process would typically come from the staff level with a recommended ordinance and public hearing and vote on whether or not to adopt the ordinance. You would have an opportunity to comment at the public hearing. As of this time the current state law is what is enforced.

Thanks

Rick Sowers

My questions are these. Help me out here smart people on the board;

1. Does Garden City have facilities that we do not have to house inmates? They wouldn't stay in jail anyway would they? If arrested don't they bond out, get a court date then jump bond and not show? If this is the case it will make it easier to deport them the next time they are caught. Furthermore wouldn't the fines collected (if they pay) help fund the city?

2. Limited tax resources? We have the money to purchase "ALL 4 Fun" but we don't have the money to keep our streets safe....where is the justice?

3. He stated the current state law is being enforced. What IS the current state law for someone driving with no license?
