Commissioner Nancy Harness said she thinks the commission should have taken more time to see how the amended ordinance would affect all segments of the community. Tuesday, she said she questions the need for the city to impose harsher penalties than those already required by state statute.

It affects only one segment of the community. The segment that drives. It does so without regard to race, religion or sexual orientation.

If the law affects one segment of the community as defined by any other standard it has identified a problem, not created one.
