Tim Huelskamp's campaign against Illegal Immigration

Tim Huelskamp co-sponsors legislation that denys aide to illegal immigrants, strengthens penalties to company's that hire illegals, and repeals a law that allows preferential college rates to illegal aliens.

Lets hope this passes!!

Quote:
TOPEKA, Kan. (AP) - State Senator Peggy Palmer has introduced legislation that she's calling the proposed Kansas Illegal Immigration Relief Act.

The Augusta Republican's measure would make it illegal under state law for employers to knowingly hire illegal immigrants. It would require them to use E-Verify, a federal database to check whether a person is legally allowed to work and has a valid Social Security number.

The bill also restricts public assistance for illegal immigrants to what is required by federal law. That's public schooling, emergency medical care and immunizations.

The bill also repeals a 2004 law allowing some illegal immigrants to pay lower, in-state tuition rates at state universities, community colleges and vocational-technical schools.

The immigration measure is Senate 458.

Other sponsors are Republican Senators Jim Barnett, of Emporia; Tim Huelskamp, of Fowler; Phil Journey, of Haysville, and Ralph Ostmeyer, of Grinnell.

Now I don't know much about most programs but I do know about immunizations. It is a Federally funded program and all the state blow hards aren't going to change anything. It's a horse they can't mount. I also know WIC is federal and you do have to have SS#'s on the kids to get WIC - again a horse they can't mount - nor do they need to.

I'm impressed with the employer mandated checking but for the rest - I think they are spittin in the wind - just to make you feel they are doing something. Altho there really is nothing they can do when it comes to some programs. It's not state money that funds it.

Welfare, SSI, tuition grants are all state funded right?

What about unemployment, section 8, disability, free lunches, and workmans comp?

While I don't think it goes far enough, it's the best our state level representatives can do since it's at the extent of their jurisdiction. I am happy with this (for now) and glad our local people are doing something.

It didn't get this way over night. This is a start at fixing it.

Well you are right there! Altho if any of the programs recieve any fed funds they then will be trumped by Fed guidelines (I think) - it's a step in the right direction tho and good info to have. I think most agree it is far to easy to be lazy and non productive in this country. I just believe that the touting of "we are gonna be different" is a little far fetched. The changes they might be able to make will be welcomed ones for state tax payors I'm sure.

I'm down for that too....The only thing is your Gov....The Great Kathleen Sebilius (however you spell her name) will veto something like that quicker than it would take MIT to finish with a Swedish Model. hehehehe

Thanks to Peggy Palmer and Tim! At least someone is trying to do something about it. What about the legislation they passed in Oklahoma and Colorado? It addressed the same problems, did they not??

Workers comp is required to be carried by any employer with a certain number of employees (farm is exempted to a point). But it's not federally or state funded - entirely funded by the insured employer - it's a true insurance program, unlike the other entitlements.

It was always my understanding that the payouts were funded by employers but the administration expenses (office and salaries) was taxpayer funded. The same for unemployment. Anyone know about that?

Some states are controlled markets for workers comp (called "monopolistic states"). In those states, only the state can issue a comp policy. It's stupid because the state has no business in this industry.

In most states, it's only guided by the insurance department in that state. There are some country-wide guidelines, but they're not government controlled. Some of the data is mined from government and OSHA stats, but claims are managed and paid by the companies, regardless of premiums paid, just like any other insurance policy.

There's a difference and it's hard to explain, but I'll try. When each business buys a Wk Comp policy, they have a "mod" (premium modifier) based on past losses that is assigned by NCCI (again, not a governmental entity). Each insurance company can choose to accept and use that mod or not. It's in their underwriting guidelines. The mod has such a convoluted equation, I have to sit and think about it before I can figure it. It's not something that can be done simply or accurately without a lot of practice or a nice little computer!

It may be the mod that you're thinking might be a governmental issue, but it's really not. All losses have to be reported to NCCI so that the mod can be figured each year but that's done just to keep the system healthy. Wk Comp carriers do make plenty of money! It's just boring because so much of it is regulated.

The office and salaries are paid by NCCI member companies thru dues and other payments. It's not a tax-supported entity. In most states, anyway.

I guess, though, you could consider it to be tax-supported. Comp carriers only pay the limit and then they're done. So if a company carries the minimum limit and there's a catastrophic loss to an employee, the employee can only collect to the limit and then they're on their own. And sometimes they end up on welfare.

Sebelius already said in another interview (no time to find it right now) that she wouldn't support the kind of things Oklahoma is doing......what do you expect from a liberal.
