I'm actively pushing for stiffer penalties. Plus, when someone is charged with NO DL, the city just cites them, so they aren't arrested and booked. Therefore, the person can just give a different name every time they pulled over. That needs to change too. It's also unreported to the DMV.

If someone has a DL, though and forgot to pay their speeding tickets twice, then they have to spend 5 days in jail, mandatory. There's actually a disincentive to get a license.

is that just the city? What about county?
